British imperialism always paid at least lip service to something higher (notions of service, noblisee oblige all that balls), is probably due to having Queen as slave-to-duty role model - if your head of states a prez, for whom, typically, the longest book his read is his inauguration oath, you're gonna need some serious faith, not in something you can ground in any kind of argumentative/rational basis, but in blind commitement to "values" apparently implicit in your national cause - hence no need for rhetoric;
