no passport, no rights. it is actually widely recognised that famous u.s. service econ cannot function without undocumented underclass- plan for i.d. cards post 9-11 were dropped swiftly. mexican government demands naturalisation which is not feasible. bush has relaxed law on one point: "outstanding achievement", such as military service. when the murdering in iraq was at its peak, mexican tv reported on nationals dying pretty much every day- 6% are non-passport holders.
i consider nation-state and immigrant class along lines of medieval suffrage- only that it is not by property but rather by notional status so perhaps slavery is the correct term.
"What makes this last group unusual is that they are not - like the east Asians and Middle Easterners - looking to establish new lives away from their own oppressive regimes. Nor are they, like the westerners, out for a working holiday in a sun-kissed country. What makes this last group distinctive is that, to all intents and purposes, they are slaves.
